Error description

When tracing is enabled on the On-Demand Router (ODR), the ODR
hangs if the http.odcUpdateTimeout custom property is defined.

The problem is related to PK71680 included in 6.1.0.23 and
7.0.0.3 and it only affects ODR servers shipped in WebSphere
Virtual Enterprise. When ODR is started with tracing, one
thread in the Network Deployment proxy and the other thread in
On-Demand Router (ODR) fall into a deadlock state and the
proxy listening port can not be initialized.

Problem conclusion

To avoid the deadlock, the internal On Demand Configuration
(odc) initialization order is changed.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.0.1.25 and 7.0.0.5.  Please refer to the
