Error description

Centralized installation manager (CIM) uses active data
connection mode to make an ftp connection. In this case, the
customer's firewall blocks the connection made from the ftp
server.

Centralized installation manager by default uses active local
data connection mode to connect to the IBM ftp server.  The
client's firewall may block the connection made from the IBM
ftp server.

Problem conclusion

Change the local data connection mode to passive.  The client
will initiate the data transfer and this will work better with
the client's firewall.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.5.  Please refer to the Recommended Updates
