Error description
When using wsadmin on a Microsoft Windows operating system without using the -host parameter, the following error can be seen: [SOAPException: faultCode=SOAP-ENV:Protocol; msg=Premature end of stream. Data is truncated. Read 99620 bytes successfully, expected 111240] If the -host parameter is specified, the error will go away.

It will only happen on large amounts of data and may happen infrequently. The problem occurs on the server side of the connection but is reported by the client.
Problem conclusion
A timeout was added to the server SOAP connection(default 10msec) that allows the data to be sent correctly. A system parameter, com.ibm.ws.management.connector.soap.waitBeforeCloseTime, can be used to change the timeout if necessary. A value of 0 will disable the timeout. The timeout will only happen if the server is Windows and the connection is the localhost adapter. To change the timeout, add a custom property using Application Servers > [server name] > Process definition > Java Virtual Machine > Custom propeties. The name would be com.ibm.ws.management.connector.soap.waitBeforeCloseTime and the value would be a number greater than or equal to 0. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.5.
