In some cases WS-ReliableMessaging can experience runtime
issues. These must be resolved.

(1)  MakeConnection is a two-way message, which is against the
relevant specification and preventing interoperability.

(2)  Reallocation of WS-RM sequences is not working, making it
difficult to recover messages in some situations.

(3)  WS-RM 1.1 messages are sent with Anonymous Endpoint set
to 'None', preventing interoperability.

(4)  The extended testing has revealed occasional problems
with getService() calls.

(5)  Message file incorrect.

(6)  Transaction commits are always assuming a single unit of
work, but this is not correct in all circumstances.

Problem conclusion

(1)  Change MakeConnection to a one-way operation, ensuring
specification compliance.

(2)  Change to ensure that reallocation of WS-RM sequences are
processed correctly.

(3)  Change to ensure that offered Anonymous Endpoints are
never set to 'None'.

(4)  getService calls will be wrapped in doPrivelged block.

(5)  Correct message file.

(6)  Change to ensure that multiple units of work are
committed individually.
