Error description

The properties based configuration files that are created using
the extractConfigProperties and createPropertiesFileTemplates
commands are in the system's default character set.  The files
need to be UTF8 so that the encoding of all files remains
consistent, and character set incompatibility issues are
avoided.  For example, a client on a system with a particular
character set is not able to apply the created properties file
to a Deployment Manager on a system with a different character
set.

The properties based configuration files were previously
created with the current node system's default character set.
This is incorrect behavior because there is no guarantee that
the various nodes in a customer installation all have the same
default character set.  If a wsadmin client extracts a file
with a particular character set and tries to apply the file to
a Deployment manager with a different character set,
unexpected parsing or configuration changes can occur.

Problem conclusion

The files created by properties based config commands have
been changed to use the UTF8 character set.  This provides a
standard that can maintain consistency across various nodes at
a customer installation.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.5.  Please refer to the Recommended Updates
