Error description

If the DMgr  job is stopped before icsdeploy completes, the
icsdeploy shell script will not be re-invoked the next time
the DMgr starts.  Thus, the work that was required to be done
by this script remains unfinished.

It appears that if applyPTF is successful, it is assumed
icsdeploy also completed.  There should be logic that detects
whether or not icsdeploy completed successfully when required
by the service upgrade.

This problem occurs because the postinstaller recorded it's own
success before running iscdeploy. Therefore, even if the user
cancels the postinstaller during iscdeploy, the postinstaller
thinks that it was successful and does not run again.

Problem conclusion

Before running iscdeploy a marker is added to the
postinstaller code, and after iscdeploy completes this marker
is removed. If the marker exists during server startup, that
indicates to the postinstaller that it should run again.

APAR PK84779 is currently targeted for inclusion in
Service Level (Fix Pack) 6.1.0.27 of WebSphere
Application Server V6.1.
