PK85166: EXCESSIVE DEPLOYMENT MANAGER START-UP TIME DUE TO ODC VALIDITY CHECKS

Error description

We have notice that after fixpack 21 upgrade, WebSphere
Dpeloyment Manager is taking longer to start.  After fixpack 21
ODC validation checks were introduced in 6.1.0.19. This chance
was required disk access on the dmgr.

Code change required to by pass the during dmgr startup.

On Demand Configuration performs some sanity checking on its
data against the deployment managers configuration repository.
Since these checks require disk access they are significantly
adding to the deployment managers start-up time.

Problem conclusion

To reduce the start-up time required by the deployment
manager, On Demand Configuration bypasses some extraneous
sanity checks during this start-up period.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.27 and 7.0.0.7.  Please refer to the
