Error description

When generating a web service or a client from a WSDL file
using the wsdl2java tool, a warning message like the following
may incorrectly be thrown, indicating that the WSDL file is not
WS-I compliant.

WSWS3717W: WARNING: NOT WS-I Compliant.
The WSDL document: "SAMPLE.WSDL" defines a "wsdl:types" element
AFTER defining the following element: "FOO"
WS-I specifies that "wsdl:types" elements MUST precede all
other elements from the WSDL namespace except for
"wsdl:documentation" and "wsdl:import".

Problem conclusion

The WSWS3717W warning is intended to be issued if a wsdl
element occurs before the wsdl:types element.  However the
code was issuing a warning if any element occurred before the
wsdl:types element.

The code is corrected to only issue the warning if a wsdl
element precedes the wsdl:types element.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.27 and 7.0.0.7.  Please refer to the
