Error description

If the localhost hostname resolves to multiple addresses (IE
IPV6 and IPV4) this may result in a mix of different addresses
chosen for connection startup.

If IPv6 is enabled, a "localhost" type listener gets created on
the "IPv4" host in native layer.  When some of the connecting
code attempts to connect to a "localhost" server it uses the
IPv6 host in some instances.

Problem conclusion

For a localhost listener the host resolution is done at the
java layer so that the connections will be consistent.

APAR PK85959 is currently targeted for inclusion in
Service Level (Fix Pack) 7.0.0.5 of WebSphere
Application Server  for z/OS.
