Error description

Cluster creation fails on 7.0.0.3. It fails only when customer
upgrade the WebSphere Application Server to 7.0.0.3 using CIP
install package. It works fine on 7.0.0.1.

The following exception can be found in the dmgr SystemOut.log
file.

Local fix

Copy over the resources-cei.xml file from any working system and
place it under the non working system .

Location to copy and paste.
install-root\profiles\Dmgr01\config\templates\servertypes\APPLIC
ATION_SERVER\servers\default

Restart dmgr after placing the file.

Problem conclusion

The fix for this APAR is currently targeted for inclusion in
WebSphere Application Server Installation Factory 7.0.0.5
