Error description

A NullPointerException occurs during application start up with
pre-touch option. The same JSPs compile with no error during
runtime.
Here is the message written in SystemOut.log:

The application will still start at runtime, it is just
the particular JSPs involved will not be precompiled.  They
will be compiled at runtime.

Local fix

temporary workarounds:
- precompile with JSP batch compiler
- move the JSP out of the WEB-INF directory

If the prepareJSPs option is set and there are JSP files in
the WEB-INF directory of the application they will not be
compiled at application startup.

Problem conclusion

The JSP Engine was modified to allow the compilation of JSP
files in the WEB-INF directory during application startup when
the prepareJSPs attribute is set to true.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.29 and 7.0.0.7.  Please refer to the
