APAR status

• Closed as program error.

Error description

• Exceptions are seen during server startup if record signing is
  enabled due to ConfigServices not being available when audit
  starts during server startup.

  The audit initialization is making calls to ConfigServices
  before it's initialized.  This causes audit to not initialize.
  

Problem conclusion

• Change calls to use security configuration code to get keystore
  information for audit initialization.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 7.0.0.5.  Please refer to the Recommended Updates
