is trying to to send the NOTIFY via TCP instead of TLS -

* PROBLEM DESCRIPTION: Secured contact value is changed in     *
*                      subsequent subscribe requests           *
****************************************************************
* RECOMMENDATION:                                              *

When setting a secured contact value in a subscribe request
(using sips scheme), and creating a subsequent request where
the request URI transport is set to tls the contact value is
changed to a non-secured contact.

Problem conclusion

This fix will ensure that a secured contact will remain
secured in any subsequent request.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.7 and 6.1.0.25.  Please refer to the
