Error description

The problem is in the Session Initiation Protocol (SIP)
container, sending a message with Chinese letters un-encoded
in the "user" part of the URI. RFC 3261 (section 25.1)
requires escaping such characters:

SIP-URI = "sip:" [ userinfo ] hostport uri-parameters [ headers
]
userinfo =  ( user / telephone-subscriber ) [ ":" password ] "@"
user =  1*( unreserved / escaped / user-unreserved )

When the container sends out a message, it examines each
character in the message and determines whether the character
is reserved. Reserved characters are sent to the network in
escaped form, according to section 25.1 of RFC 3261.
There is a bug in the evaluation of a character, that causes
the container to regard a reserved character as if it was a
normal one. This results in the container sending out a
message with reserved characters in non-escaped form.

Problem conclusion

The bug is fixed in the SIP (Session Initiation
Protocol) container.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.29 and 7.0.0.9.  Please refer to the
