Error description

If the "Access to internal server classes" general property
for the server is set to "Restrict" in the WebSphere
Application Server Administrative Console, a Web Services
application may fail with java.lang.ClassNotFoundException
exceptions.  These exceptions will be seen in the server logs
and may also be found in FFDC logs.

A java.lang.ClassNotFoundException error may occur when the
"Access to internal server classes" general property for the
server is set to "Restrict" in the Administrative Console.

To navigate to the property, click on Servers -> Application
servers -> <server_name>.

Setting the "Access to internal server classes" general
property in the Configuration tab to "Restrict" prevents
visibility to some internal server classes required by web
services.  This results in a ClassNotFoundException during
runtime.

Problem conclusion

The web services code has been updated to prevent the
ClassNotFoundException errors by using the correct classloader
to load classes or by exempting a particular set of classes
from being subject to restriction.

This problem is fixed in the WebSphere Application Server
Feature Pack for Web Services by PK92674.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.9.  Please refer to the Recommended Updates
