Error description
javax.faces.CONFIG_FILES parameter can not be handled correctly when the parameter contains a comma delimited list of faces-config.xml files. From section 10.1.3 of the JSF 1.2 specification: javax.faces.CONFIG_FILES -- Comma-delimited list of context-relative resource paths under which the JSF implementation will look for application configuration resources.

Problem conclusion
