Error description

In WebSphere Application Server v6.0 when the web module
portion of an enterprise application is updated involving
metadata (WEB-INF, WEB-INF/classes, etc), then only the web
module needs to be recycled, not the entire application. This
is not happening in V7.

This problem occurs when Rational Application Developer is
configured to "Run server with resources within the workspace"
and "Minimize application files copied to the server", also
known as a loose config operation. An update to a single
object in a module within an application that has been
published to an application server, should result in a
republish and then a restart of the updated module only.
Instead, the entire application is being restarted.

This happens because the loose config setup is not correctly
identified, leading to the application update process failing
to find the updated part. The update process thinks a new part
has been added at the application level and therefore selects
to restart the application.

Problem conclusion

AppInstallHelper was changed to not set the "altBinariesPath"
in the ArchiveOptions when opening an archive that is
configured for loose config.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.11.  Please refer to the Recommended Updates
