Error description

In certain situations involving a JAX-WS web services
application that has policysets attached to it, the policyset
for a web service endpoint might not be loaded properly if the
application is installed, un-installed, and re-installed.
This in turn can result in a "must understand" error related
to SOAP headers when a request for the endpoint is received
by the server.

Local fix

The cause of the problem was found to be the way in which the
 thread context policyset loader was being set on the current
thread.   This turned out to be a bug in the PolicySetLoaderMgr
class.

If a JAX-WS application which uses policysets is installed,
un-installed, re-installed, without a server re-start, the
application server might fail to load the policyset when the
application is re-started.

If the server fails to load the policyset for a JAX-WS
endpoint, a "must understand" error related to SOAP headers
might occur when the endpoint is invoked by a client.

If the implementation of the service invokes other web
services which uses policy sets, then this problem is more
likely to occur.

Problem conclusion

The root of the problem was the presence of a stale policy set
object.  The JAX-WS engine code is corrected to remove the
stale policy set object.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.9.  Please refer to the Recommended
