Error description
The DMZ SIP proxy needs to retry its TCP and TLS connections that it establishes to the backend SIP containers. This is so that the SIP containers are aware of this SIP proxy. The reason that it needs to retry the attempt of this connection is because the CFEndpoint data from the SIP containers can take longer than the 10 second delay when going over the core group bridge which causes the proxy to miss this data since it does not retry to get it again.

**************************************************************** * USERS AFFECTED: All users of IBM WebSphere Application * * Server V7.0 DMZ Session Initiation Protocol * * (SIP) Proxy. * **************************************************************** * PROBLEM DESCRIPTION: The DMZ SIP Proxy is unable to send * * the STARTUP SIP request to the SIP * * Containers via TCP and TLS. * **************************************************************** * RECOMMENDATION: * **************************************************************** There is a possibility that the DMZ SIP Proxy could not see the presence of the TCP and TLS endpoint data when a SIP container starts/restarts. This causes the SIP proxy to not send the STARTUP SIP request to the SIP containers which is needed so that the SIP containers are able to recognize the SIP proxy. If the SIP containers do not see this STARTUP message, the SIP containers will drop any SIP request and will cause call failures.
Problem conclusion
The SIP Proxy now looks for the presence of the SIP containers TCP and TLS endpoint data multiple times to ensure that the STARTUP SIP request is sent to the SIP containers over both TCP and TLS protocols. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.9.
