Error description
During failover of a converged application (SIP/HTTP), HTTP requests may get sent to servers in the cluster that may not own them. There is a small timing window that exists in which the sessions affinity id (logical server name) is not able to be looked up which causes the HTTP proxy to just send them to any server in the cluster. For a converged application these need to be sent to the failed server's peer replica server which owns all the failed sessions.

If the lookup of the HTTP session id fails, the HTTP proxy will route the HTTP request to any server in the cluster. Not necessarily to the peer replica server for the failed server.
Problem conclusion
A new HTTP proxy filter was created to look for this failover event and "pause" HTTP requests when the lookup of the HTTP session id will fail. This filter will "resume" these HTTP requests when the lookup of this HTTP session id will succeed and forward the HTTP request to the correct application server. This filter is only applicable for when the WebSphere Proxy server is configured for both SIP and HTTP. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.9.
