    These problems only occur when the JAX-WS Dispatch<OMElement>
    or Provider<OMElement> APIs are used.
    
    The WebSphere Process Server implementation of Service
    Component Architecture (SCA) uses these JAX-WS APIs.
    Therefore customers who use SCA web service bindings may
    encounter this issue.
    

Problem conclusion

  • Under some circumstances the JAX-WS implementation of the
    Dispatch<OMElement> and Provider<OMElement> APIs are not able
    to find the namespace or attribute declarations that are
    located on ancestor xml elements or these declarations
    were incorrectly discovered to be duplicated.  These internal
    algorithm problems caused the errors above.
    
    The algorithm is corrected to propagate namespace and
    attribute declarations to child elements.
    
    The fix for this APAR is currently targeted for inclusion in
    fix pack 7.0.0.9.  Please refer to the Recommended Updates
    page for delivery information:
