WebSphere Application Server SAML 2.0 Self-Issued SAML Bearer
token is not interoperable with Windows Communication
Framework (WCF) 3.5 service.

When a self-generated SAML token is sent to other vendors who
enforce the schema rule, the following validation failure may
occur:

System.Xml.XmlException: 'Element' is an invalid XmlNodeType.
at System.Xml.XmlReader.ReadEndElement()

Problem conclusion

When using the SAML API to generate a SAML 2.0 assertion, the
assertion version number is missed, and the signature is put
at the end of Assertion.  When the self-generated SAML token
is sent to other vendors who enforce the schema rule, a
validation occurs.

The code is updated so that the SAML API for self-issuing
tokens is compliant with SAML 2.0 Schema.  It correctly
includes the version number and puts the signature in
the correct order.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.9.  Please refer to the Recommended Updates
