    Note that section "4.7.25 Describing SOAPAction" of the Basic
    Profile 1.1 requires that SOAP over HTTP requests contain this
    header:
    
    R2745 A HTTP request MESSAGE MUST contain a SOAPAction HTTP
    header field with a quoted empty string value, if in the
    corresponding WSDL description, the soapAction of
    soapbind:operation is either not present, or present with an
    empty string as its value.
    

Problem conclusion

  • The JAX-RPC runtime enforces the Basic Profile 1.1 R2745 rule
    (see above).
    
    A new JVM system property is added to allow customers to relax
    this rule.  On the server where the web service
    is running, set the JVM property
    com.ibm.ws.webservices.allowNoSOAPActionHeader to true.
