Migration fails if the includeApps parameter is set to false.
During migration, Common Event Infrastructure (CEI) tries to
migrate the EventSerice application and errors occur when
trying to access the WebSphere Application Server application
transform. The transform doesn't exist when includeApps is set
to false.

Problem conclusion

The migration code will be modified in order to check the
value of the includeApps parameter.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.9.  Please refer to the Recommended Updates
