Error description
In certain circumstances, the existance of the Max-Forwards header is optional. The Session Initiation Protocol (SIP) Proxy needs a custom property to disable this checking without disabling all the other header validation that is done.

In certain call flows, this header is not required and the SIP Proxy was flagging this as a warning and caused a 400 error response to be sent to any SIP requests that had this missing.
Problem conclusion
A custom property has been introduced to allow the administrator the ability to turn off the Max-Forwards requirement checking. The custom property name is 'maxForwardsHeaderRequired' and should be set to false to enforce the requirement of the Max-Forwards header being required. This custom property does not affect the SIP proxy from decrementing the value of this header if it is present. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.11.
