The following exception may occur when invoking a JAX-RPC web
service.

The JAX-RPC runtime may generate an invalid message.  The error
occurs when the message is parsed.  Here is an example portion
of an invalid message:

  <B xsi:nil="true"
xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance">
  </B>
  <C>
    <D xsi:nil="true">
  </C>
</A>

Note that in the invalid message, the xsi namespace
declaration is correctly generated on element B.
However the xsi namespace is incorrectly absent from element D.
Note that B is not an ancestor of D; therefore the xsi
namespace declaration is required on D.

Problem conclusion

The JAX-RPC runtime contains code to serialize the JAX-RPC
beans.  The JAX-RPC runtime failed to add the xsi namespace
declaration because a variable used to identify the location
of the last xsi namespace declaration was not correctly reset.
The failure to reset the variable caused the algorithm to
believe that an xsi namespace declaration was not needed.
The code is changed to correctly reset the variable.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.31 and 7.0.0.11.  Please refer to the
