Error description

If HttpServletRequest.setCharacterEncoding() is run before or
after HttpServletRequest.getParameter(), the data aquired by
<jsp:param> will be effective with character code specified
by the last setCharacterEncoding().

According to Java Servlet Specification 2.5, SRV.3.9, the
method setCharacterEncoding(String) of the ServletRequest must
be called prior to parsing post data.  It does not affect the
character encoding if called after the data has been parsed.

Problem conclusion

The WebContainer code was modified to ignore calls to the
setCharacterEncoding method after the data has been parsed.

A new WebContainer customer property needs to be set to enable
the behavior provided by this apar:

com.ibm.ws.webcontainer.disableSetCharacterEncodingAfterParamete
rsRead = true (default is false)
