Error description
By setting the SIPProxyStartupComplete attribute after the Session Initiation Protocol (SIP) proxies startup delay has been completed, the SIP containers will not send data through the SIP proxy until this has been set. If the SIP proxy does not have a startup delay configured, it will set this attribute after configuration is complete.

**************************************************************** * USERS AFFECTED: All users of IBM WebSphere Application * * Server V7.0 Session Initiation Protocol * * (SIP) Proxy * **************************************************************** * PROBLEM DESCRIPTION: SIP Containers should not send data * * outbound through the SIP Proxy until * * the SIP Proxy's startup delay has * * been completed. * **************************************************************** * RECOMMENDATION: * **************************************************************** When the Session Initiation Protocol (SIP) containers send outbound requests through a SIP Proxy that is still in the startup delay, the SIP Proxy is unable to correctly route these messages if they are intended to go to another member in the cluster. A fix is needed to ensure that the SIP Containers do not send data to a SIP Proxy that is still in its startup delay.
Problem conclusion
By using the attribute 'SIPProxyStartupComplete' the SIP Containers will not send outbound SIP message through a SIP Proxy until this attribute is set. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.9.
