Error description

This problem happens on z/OS when there is an adjunct present.

The customer stops an application using the Administrative
Console, then tries to restart it.
.
They received the following message on the Administrative
Console.
.
The <any application name> application has already been started.
.
The problem seems to occur when there is an adjunct activated.
.
The problem is caused by proxy MBean support failing to
deactivate the application MBean when the MBean in the adjunct
region is unregistered.

Local fix

The customer could try using the wsadmin commands to start and
stop the application.  But this might not work either.

When an adjunct region is defined on z/OS, and an application
is stopped, the java management extensions (JMX) MBean in the
adjunct region is not unregistered. An attempt to start the
application from the administrative console may display the
message "The application <appname> has already been started"

Problem conclusion

The code is modified such that, when an application is
terminated, the application is removed from the set of active
applications in the adjunct region.

APAR PM05060 is currently targeted for inclusion in Service
Level (Fix Pack) 7.0.0.9 of WebSphere Application Server V7.0.
