Error description

This client's environment is running WebSphere_Portal inside
Rational Application Developer.
The systemout.log for the  WebSphere_Portal Application Server
shows many of these messages:
FileTransferS A
Download not to .../config/temp/download configuration
repository: /logs/sysout
The client is also reporting a lot of CPU is being used.

Local fix

If application filetransfer is being used. Look for this
message during start up:
 SVR0221I: Application started: filetransfer
Then you can resolve the problem by installing
filetransferSecure as so:
 1. Stop the applicaiton server
 2. Go to a command line and in the <WAS_install>/bin directory
 3. run
    wsadmin -profile redeployFileTransfer.jacl
   -c "fileTransferAuthenticationOn cellName nodeName
serverName"
 4. Start the application server.

If application filetransferSecured is running, look for:
 SVR0221I: Application started: filetransferSecured
then this APAR fix is needed.

The filetransfer application provides the ability for
clients to retrieve the standard output and error files from a
WebSphere server (application server or dmgr; and on V70,
admin agent and job manager as well). This feature is used by
other applications such as WebSphere Application Server
Toolkit and the Rational Application Developer for WebSphere.

This function may not work correctly in some cases,
particularly where there are multiple servers in the profile.
The filetransfer application may try to access the server.xml
file for an arbitrary server rather than the server where the
filetransfer application is running. When this happens, either
the wrong log file or no log file may be retrieved. Also,
errors like the following may be seen in the SystemOut.log of
the target server:

Problem conclusion

The code was modified to ensure it will find the correct
server.xml.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.33 and 7.0.0.11.  Please refer to the
