Error description

Setting Enable chunked transfer encoding in an HTTP policy
set may affect connection resets. This can prevent connections
from being removed from the connection pool.  The connection
pool will fill to capacity and connection attempts can time out.

The client connection pool was filling up with connections
that were not being properly freed when using HTTP policy
sets.  This may result in time-outs or the server may hang.

Problem conclusion

The client connection pool exists for performance reasons.  It
maintains both active and recently used connections.  The
maximum size of the pool is controlled by a system property
and if connections are not managed properly the pool can fill
with invalid connections.

The JAX-WS runtime is examining the value in the policy set
to determine if the incoming response message is chunked.
This is an invalid assumption.  The code is changed to query
the transport headers of the incoming message to determine if
it is chunked.  The reseting of chunked connections is managed
differently than non-chunked.  This change ensures that the
message is read correctly, and the connection is released
properly.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.11.  Please refer to the Recommended Updates

Do not use an HTTP policy set on a JAX-WS client.
