Closed as program error.
Error description
A user with deployer role for an application server can not uninstall applications deployed on the server using the administrative console. The administrative console does not display the uninstall button for applications when login to administrative console with target-deployer role; To unintall an application via administrative console, navigate to Applications > WebSphere enterprise applications The same user with target-deployer role can uninstall applications by wsadmin command.

The user that installed the application was unable to uninstall it.
Problem conclusion
A user with target authority (admin,deployer,config) will will have the uninstall button displayed. The user still needs to have the target authority on the targets the application is deployed to in order to uninstall the application. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.13.
