Problem conclusion
A work-around is to include a valid META-INF/web.xml inside the module; however, this will not permit descriptorless modules to be developed and deployed. This fix for this is an internal code change that will allow descriptorless Web Modules with .class resources outside a library to still be typed properly. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.13.
