Error description

After database failover , WebSphere Application Server
Service Integration Bus Messaging Engine successfully
acquires lock on the messagestore but throws CWSIS1500E
errors. The following errors are written to the SystemOut.log
CWSIP0002E: An internal messaging error occurred in com.ibm.
ws.sib.processor.impl.LockedMessageEnumerationImpl, 1:1534:1.
154.2.6, com.ibm.ws.sib.msgstore.RollbackException:CWSIS1002E:
An unexpected exception was caught during transaction
completion. Exception: com.ibm.ws.sib.msgstore.Persistence
Exception:CWSIS1500E: The dispatcher cannot accept work.

FFDC shows the following:

Local fix

Stop JVM hosting the Messaging Engine. The Messaging Engine then
successfully failsover to other JVM in the cluster Bus Member
and establishes connection to the Database.

A loss of connection or an error with the datastore for the
Messaging Engine can result in the following exception:

CWSIS1500E: The dispatcher cannot accept work.

CWSIS1500E errors are expected while the datastore is
unavailable, as the messaging engine will not accept new work
until the datastore is functioning correctly.

However, CWSIS1500E errors might still occur for new work
after database connectivity is restored, due to a problem
within the dispatcher logic.

Problem conclusion

This APAR solves the problem within the dispatcher logic and
allows the dispatcher to accept new work once the datastore is
working. CWSIS1500E errors should only be logged while the
database is unavailable, after the application of this APAR.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.13.  Please refer to the Recommended Updates

Temporary fix

Restart the messaging engine to enable new work to be processed.
