Error description
Listener Ports using V5 Messaging Resources can not start until the recovery retries limit is reached. Please note that the V5 Messaging Resource was provided for the purpose of migration to the version 7 JMS Messaging Provider or WebSphere Platform Messaging also known as the Service Integration Bus (SIB). The following message occurs repeatedly in the SystemOut.log: WMSG0058I:Listener Port XXX will attempt to restart in 60 seconds

Problem conclusion
The fix for this APAR causes the V5 Messaging provider to attempt to connect to the messaging engine regardless of whether it believes the messaging engine is available for V5 messaging or not. This removes the delay starting the listener port. Exception messages might be logged to the JVM logs of the application server if the server hosting application is started before the server hosting the messaging engine. This is expected when starting a listener port before the messaging provider is available. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.13.
