PM16291: Extra "100 trying" is sent on ACK request

Error description

• WebSphere Application Server sends the 100 trying again for
  some reason -- it should not do this.

  The Session Initiation Protocol (SIP) container did not close
  the original INVITE transaction when the error response was
  sent.
  

Problem conclusion

• The error response on the initial INVITE request is now closing
  the original server transaction.
  The fix for this APAR is currently targeted for inclusion in
  fix pack 1.0.0.7.  Please refer to the Recommended Updates
