The storage just prior to the area currently being set will be filled with hex X'40' spaces. The SYSTRACE shows the looping during this storage setup and successively setting 256 bytes at a time to x'40'. . The code being executed at the time is cutSmfSt9Record in bboosmf9. .

Problem conclusion
Code has been updated to truncate strings to their max length of 256 characters when writing the SMF 120 subtype 9 record. APAR PM16383 is currently targeted for inclusion in Service Level (Fix Pack) 7.0.0.15 of WebSphere Application Server V7.0.
