Closed as program error.
Error description
Original implementation was to indicate if the pool maxed or not. which they were representing by 0 (if active threads less than max size), 100 (if activethreads are equal to or more than max size). But this implementation wouldn't give much information on the performance aspect of the thread pool, and need to be corrected
Local fix
Problem summary

The reason for this is that PercentMaxed is set to 100 once the thread pool reaches its maximum and if the thread pool is less than the max size then the PercentMaxed is set back to 0.
Problem conclusion
This code behaviour has been modified to accomodate PercentMaxed to be dynamically updated based on the number of threads in the thread pool currently being used. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.13.
