PM16912: APPLICATION SERVER GENERATES 481 RESPONSE TO A NOTIFY WHEN A SIPSESSION EXISTS FOR THE DIALOG.

Error description

• WebSphere Application Server generates 481 response to a NOTIFY
  when a SipSession exists for the dialog.
  
  Scenario:
  Application sends a SUBSCRIBE and receives a 200 OK for the
  SUBSCRIBE.  The 200 OK is passed to the application in the
  correct SipSession.
  
  However, when the far-end sends a NOTIFY, WebSphere
  Application Server responds with a 481 and does not pass the
  NOTIFY to the application.

  If SIP container received the 200OK response after the NOTIFY
  in a complex scenario it caused a race condition updating the
  dialog tags.
  

Problem conclusion

• A code fix was introduced to prevent the race condition.
  
  The fix for this APAR is currently targeted for inclusion in
