PM18637: The types section of a WSDL file is missing when a ?WSDL query is issued for a JAX-WS Web service

Error description

A client application or browser may request a WSDL from a
remote Web service using a ?wsdl request.  For example:
   http://sample.com/myService?wsdl

If the target Web service is a JAX-WS web service, the WSDL
that is returned may have an empty or missing types section.
This incomplete WSDL is not useful, and it can cause
unexpected errors.

This problem is only observed intermittently for an JAX-WS Web
service that has been running for a long time.

The JAX-WS runtime is responsible for building and returning a
WSDL when it receives a ?wsdl request.

Problem conclusion

The JAX-WS Web service runtime will occasionally release the
memory associated with a WSDL's type construct. The objects
associated with the type construct are reloaded if they are
needed.

In the reported scenario, the WSDL could not be properly
reloaded.  This failure caused the reported problem.

The JAX-WS runtime is updated to detect this scenario and
prevent the release of the memory associated with the WSDL's
type construct.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.13.  Please refer to the Recommended Updates
