Error description
As an administrator migrating applications from using (Deprecated) Listener Port to using MQ Activation specifications, I need the same functionality for controlling endpoint initial state as provided with Listener Ports.

The Listener Port is now deprecated and replaced with Activation Spec. But, the activation spec does not have the same capability. Therefore, it is not considered as backward compatible
Problem conclusion
Now the initial state of an activation spec can be controlled by defining a new property WAS_EndpointInitialState on a activation spec custom properties. The valid options for the above property are ACTIVE and INACTIVE. If set to ACTIVE, an endpoint gets activated immediately. If set to INACTIVE, an endpoint activation is deferred. One should manually invoke pause() method on J2CMessageEndpoint MBean. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.13.
