Error description

When a user sets trusted proxy settings for the proxy server
(in this case, the Websphere Vitrual Enterprise On-Demand
Router (ODR) and clicks apply, the page actually redirects to
the Network Deployment proxy format of the page (instead of the
WebSphere Virtual Enterprise format) and is populating the
page with empty content as the proxy version of the page reads
in trusted proxy information from a a different location in the
proxy-settings.xml that don't exist when defining them in the
WebSphere Virtual Enterprise version of the page.

The console is missing the code to forward to the correct
panel when Apply is clicked on the WebSphere Virtual
Enterprise ODR proxy server configuration panel.

Problem conclusion

Add fix to detect the ODR panel version and forward to the
correct panel.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.35 and 7.0.0.15.  Please refer to the
