Problem description:
When Generic Server Clusters is used with the on-demand router
(ODR), a generic server cluster member weight is set to 0
traffic is still sent to the server that has a weight of 0.

In the console, the Generic Server Clusters's server weight can
be changed from 1 to 20, but the validation code prevents you
from entering the 0 value.

If the value has been set to 15, the weight is changed to 0 and
the change is saved. The value is changed to 2 or some other
number but not 0.

The value isn't really changed to 2, but the panel displays a
value of 0 as 2. So it looks like you can't set the weight to 0.

Problem conclusion

Fixed the loading of the panel to properly handle a weight
value of 0.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.37 and 7.0.0.15.  Please refer to the
