Error description

For null collections sent to or discovered by FFDC, if they are
properly typed, they can cause a NullPointerException during
processing

NullPointerException when a null collection is passed to FFDC

Problem conclusion

This fix adds a simple check and puts out a message into the
incident that a null collection was passed

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.15.  Please refer to the Recommended Updates
