APAR status

• Closed as program error.

Error description

• Server fails to start with CWRLS0030W due to an Out of Memory
  condition in another process in the cell. Exception seen is
  generic and will be similar to below:

  *                      CWRLS0030 and fails to start.           *

  Another process in the Core Group has gone Out Of Memory. The
  Out of Memory process can respond to some, but not all
  messages. This prevents multi-step protocols from completing,
  and prevents the starting server from receiving it's initial
  view of the distributed state.
  

Problem conclusion

• Added specific exception handlers for OutOfMemoryExceptions
  when sending or receiving network messages. The exception
  handlers will stop HA Manager communications to the Out of
  Memory process. These new exception handlers must be
  explicitly enabled by setting the IBM_CS_OOM_ACTION=Isolate
  custom property in the core group custom properties.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 6.1.0.37 and 7.0.0.17.  Please refer to the
