Error description
The following custom property exists in WebSphere Extended Deployment, but is missing from WebSphere Proxy Server v7.0: com.ibm.ws.odr.plugincfg.property.PluginInstallRoot The absence of this property causes the web server Plug-in to not be able to initialize SSL. Consequently all requests between the web server Plug-in and the WebSphere Proxy Server will be over HTTP only.
Local fix
Manually edit the plugin-cfg.xml file and add the following: <Property Name="PluginInstallRoot" Value="/usr/IBM/HTTPServer/Plugins/"/> Change the value to the correct directory where the IBM web server Plug-in was installed.

Currently there is no way to configure the WebSphere Proxy Server to generate the plugin-cfg.xml with the PluginInstallRoot property.
Problem conclusion
Support of the com.ibm.ws.odr.plugincfg.property.PluginInstallRoot custom property has been added so you can configure the PluginInstallRoot property in the plugin-cfg.xml that is generated by the WebSphere Proxy server. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.19.
