Problem conclusion
Prior to the inclusion of support for SAAJ 1.3, there was no implementation for getMessage on the internal class used for exceptions thrown from JAX-RPC client invocations. The getMessage method was inherited from java.lang.Throwable, which returned the message details. With SAAJ 1.3 support, a getMessage method was added to the internal exception class which returns the detail element of the SOAPFault per the specification. If no detail element was present the implementation was returning null. According the the SAAJ 1.3 specification, the getMessage method must return the detail element of the SOAPFault. If that is null, it may return the results of getMessage on the embedded Throwable, if any. The code has been corrected to do that. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.19.
