  UPDI does not block the update process when a prereq is not met.
  For example, there are 2 interim fixes - IFPT01 and IFPT02.
  IFPT01 is a prereq of IFPT02. The current WebSphere
  Application Server version is 7.0.0.11 with IFPT01. When
  trying to apply fix pack 7.0.0.13 and IFPT02, UPDI is supposed
  to block the install of IFPT02 at the package selection stage
  and give some error message, because installation of fixpack
  7.0.0.13 should remove IFPT02's prereq APAR IFPT01. But UPDI
  does not block this.
  

Problem conclusion

• UPDI will check if there are prereq apars which will be
  removed for the candidate fixes, if so UPDI will not allow
  these candidate fixes to be selected and will output a warning
  message.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 7.0.0.19.  Please refer to the Recommended Updates
