Error description

Web Container ActiveCount often shows negative values.

This issue is observed in WebSphere Application Server v6.1.0.x
but is not limited to just that version.

*                      the wrong value for web container       *

TPV shows negative values for webcontainer ActiveCount
statistic when enabled at runtime.

Problem conclusion

In order to avoid this scenario StatisticSet for ActiveCount
was moved to basic from extended so that the active threads of
the webcontainer were available from the start, thus avoiding
the negative values.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.39 and 7.0.0.19 .  Please refer to the
