com.ibm.etools.ejbdeploy.EJBDeploymentException:
com.ibm.itp.location
needs to be set

In some scenario the system property "com.ibm.itp.location"
can be set differently so the current code cannot retrieve
the value.

Problem conclusion

A different way is used to retrieve the value so it can handle
all cases.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.39 and 7.0.0.19.  Please refer to the
